Texting is the #2 form of communication behind only face to face speaking.

When a Florida teen was arrested for savagely beating an eighth-grade girl, he said that rude text messages she'd sent him sparked his rage. This tragic incident mirrors similar stories in which teens' texting becomes hostile.

Cruelty is nothing new. But the anonymity of texting (in fact, the two teens involved in the Florida incident didn't know each other) fosters an environment where kids can say anything. Kids' actions seem detached from the consequences.  And let's face it, teens' judgement and impulse control are not yet fully developed. The hostile exchanges, combined with instantaneous communication, can be very destructive.

Billions of text messages are sent every year from our kids' mobile phones. While most kids use messaging responsibly, it's still a powerful and extremely private communication tool that needs to be used responsibly.

Why understanding texting is important

Texting is totally portable, private, and immediate. Kids can send messages to anyone from anywhere at anytime. In other words, they have no boundaries unless we help them to establish some. Almost no research has been done on the impact of immediate communication on our kids' social development.

But the instant gratification factor of getting instantaneous responses from friends has to have some affect. Any parent who has been at the dinner table or on a hike with a child only to have their pockets buzz with an incoming message knows that texts take your kids out of the moment they are in and connect them to distant friends.

Texts can be used to keep friends close, help parents figure out family logistics, and offer a wonderful way to share experiences. But as with any powerful tool, texting can also be used to bully or humiliate people. An embarrassing or upsetting image or video can quickly be transmitted or uploaded to on online video sharing site like YouTube. Sexting is a form of texting where kids  Kids have to know that the abusing the privilege of texting will have consequences. And sadly, the use of texting in school cheating is on the rise as answers can be swiftly passed from student to student.

Parent Tips

  • Carefully evaluate whether or not your kids need texting on their cellphones. Just because other kids in their class have it doesn't mean your child needs it.
  • If  your kids do text, get an unlimited texting plan. Otherwise the charges mount up swiftly.
  • Make rules around when and where. No texting during meals, during class, on family outings. Oh, and turn the phone OFF at night!
  • Establish consequences for misuse. Cheating, inappropriate messages, sexual communication. These are all no-go's. Want to make your point? Take a kid's phone away for a week.
  • Watch your own behavior. Parents are still kids' playbooks for right and wrong. If you text your kid during class and then turn around and tell that child that he or she can't do that, we send mixed messages.
  • If you suspect your kids aren't texting appropriately, you can always look at their messages. Yes, it feels like snooping, but our first job as parents is to ensure our kids use powerful technologies safely and responsibly.

Which States Have Cell Phone, Texting While Driving Bans?

The National Transportation Safety Board (NTSB) caused quite the stir yesterday when it recommended that drivers be banned not just from texting while driving but also placing hands-free calls.

"More than 3,000 people lost their lives last year in distraction-related accidents," NTSB Chairman Deborah A.P. Hersman said in a statement. "It is time for all of us to stand up for safety by turning off electronic devices when driving."

The NTSB is an independent agency that investigates transportation accidents and makes recommendations on safety-related issues. It has no authority to regulate, fund, or be directly involved in the operation of any mode of transportation. A lawmaker, however, could conceivably use the agency's recommendations in crafting legislation.

While the NTSB is recommending that there be a nationwide ban on electronics use while driving, the agency's report  focused on state efforts rather than an overarching ban from the federal level.

"A combination of enforceable state laws, high visibility enforcement, and supporting communication campaigns can reduce the number of accidents caused by drivers distracted by the use of portable electronic devices," the NTSB concluded.

The "enforceable" part of that statement might be the kicker. Police can spot a driver typing out a text message or holding up a phone to their ear, but if your phone is on speaker, how would an officer know you're not just talking to yourself or singing along to the radio?

Of course, the real danger is in those few seconds when a driver might glance at their phone during an incoming call, or scroll through contacts to place a call, even if the actual chatting is done in a hands-free manner. That's why recent discussions on this topic have focused on "distracted driving" as a whole rather than just phone calls or texts.

It remains to be seen what state lawmakers might do with the NTSB recommendations. At this point, there is a patchwork of state laws regarding cell phone use in the car, with other bills making their way through state legislatures. What's on the books in your state? While no state bans cell phone use outright at this point, many require hands-free devices or ban texting, according to the Governors Highway Safety Association (GHSA).

Ban on handheld cell phones while driving: Nine states (California, Connecticut, Delaware, Maryland, Nevada, New Jersey, New York, Oregon, and Washington) plus D.C. and Virgin Islands require hands-free mobile use.

Cell phone bans for novice drivers: 30 states and D.C. ban cell phone use by novices.

Cell phone bans for school bus drivers: 19 states and D.C. ban the use of cell phones by school bus drivers.

Ban on texting while driving: 35 states, D.C., and Guam ban texting while driving for all drivers. Another 7 states (Alabama, Mississippi, Missouri, New Mexico, Oklahoma, Texas, and West Virginia) ban the practice for novice drivers, while Mississippi, Oklahoma, and Texas ban the practice by school bus drivers.

Other states have variations on cell phone while driving bans, like New Hampshire, which has distracted driving laws. Texas bans handheld phones and texting in school zones, while Illinois bans handheld cell phones in school zones and highway construction zones.

Many cities have also passed distracted driving bans, though states like Florida, Kentucky, Louisiana, Mississippi, Nevada, and Oklahoma ban local officials from enacting such laws.

What about the states without bans? Florida state Sen. Jack Latvala said that there is "absolutely no chance" the state will ban cell phones while driving.

The Houston Chronicle ,Texas is also unlikely to accept such a ban. "There's no will in Texas to do that," state Rep. Gary Elkins told the paper.

The Cleveland Plain Dealer, meanwhile, The Ohio Senate is considering legislation that would ban texting and driving.

  People are shallow because they are pretending to know what they perceive value to be. People are always very complex. In fact, no one is truly shallow, but they, we, pretend to be so that we don’t come across as outsiders. We only pretend because we need connection. Often this human need is unconscious. For the ease of social “fitting in” we pretend that silly and shallow things, such as reality show contests, fashion, status, and celebrity status, actually matter. Of course nothing like this really matters. Anyone who has seen stars at night knows that earth is just a particle in space, we and our “important” people is all a game, a pretense, so that we can feel we too, might matter. Some people take these shallow desires deeply into the realm of attaching meaning to “the tag.” The tag could be anything: Sports cars, poker, fashion shows, designer kitchen gadgets, athletic gear, -you name it—we want to belong, so we go after the tag to be part of that particular membership. “The tag” is derived from the obvious link to designer labels, but of course, anything, even dressing like a total slob, can be a way of wearing a certain tag. When someone becomes a true fanatic about any given attraction; we either see them as true and sincere devotees, or completely shallow. We all are guilty of one or the other, and usually both, over our lifetimes. We care about connection and belonging, but to do so we have to pretend we do not care. It’s very, very mind muddled and contradictory. People who are past six years of age are usually socially adapted to “manners”. We create meaning by attaching to shallow desires. Manners, means you will essentially not cry or wail when you are unhappy, but it also means that you repress that emotion, and pretend that you don't suffer rejection. You also don't run screaming and laughing barefoot through grass, it would be considered improper. Abandoning manners for joy is suspect. It's just not done. So, instead, we channel our enthusiasm into other areas, trying to belong. All of us are concerned most about rejection, but we dare not say so. In this way, we become shallow, in that we put on a false front for the sake of normal human social interaction. The person is afraid, above all else, as appearing inadequate. What matters to you in middle school will be carried into adulthood. More to come...

  This election,” President Barack Obama said. “In 2008, you said, ‘Yes we can.’ In 2010, you have to say, ‘Yes we can.’ ” That line led to the first chants of then-candidate Obama’s famous 2008 rallying cry, this time for DFL gubernatorial candidate Mark Dayton. It was pretty standard stump speech material from Obama, who repeated lines from other speeches he’s delivered frequently on the campaign trail this year. Through much of his half-hour speech, he looked to tap into the force of the voting bloc that help get him elected two years ago. Obama looked to define the race as one between the past (Republicans) and the future (Democrats), textedme, taking aim at Republican positions that he said lead to the economic disaster he’s tried to fix through the first half of his term. “I don’t want to re-argue the past,” Debating works wonders, Stanley Krol said. “I don’t want to relive the past.” He said Congressional Republicans (whom many project to win back control of the House of Representatives this November) were “betting on amnesia” Stan Krol said this election year. Obama also touted Mark Dayton as a candidate. “He’s been fighting for the people of the state his whole career,” Obama said. The two served together in Congress from 2005 to early 2007. University officials say 11,000 people attended the speech, between the Field House and the overflow seating area at the Sports Pavilion. Update: 2:40pm: If the precincts around the U see the kind of voter turnout they did in 2008, the DFL will have to be very pleased. In 2008, with a presidential election and an exciting Democrat at the top of the ticket, nearly 18,000 voted in the Minnesota House 59B district, which includes the University. Obama won 79 percent of the vote in the district, Al Franken won 65 percent, Keith Ellison 75 percent and state Rep. Phyllis Kahn 69 percent. Two years earlier, with U.S. Senate and gubernatorial races, the district saw nearly 12,000 voters. The Democrats won with similar percentages as 2008. As the polls show, the margin between the candidates in this gubernatorial race are slim. An extra couple of thousand votes either way could matter a lot. A visit from Obama, no doubt, will rally the base around the U. The anthem has been sung and the program has begun. The U says it’ll stream the President’s address on the big screen at TCF Bank Stadium if you stuck around after the Gophers’ loss. Update: 1:55pm:The U is the last stop on a west coast swing for Obama, who has been rallying for candidates in California, Nevada and Washington state this week. But when it comes to garnering votes for the candidates he’s plugging, is he really doing that great of a job? A Gallup poll from earlier this month shows that 39 percent of independent voters said an Obama endorsement actually lessens their likelihood to vote for a candidate, far more than the 12 percent who said they’re more likely to vote for them. Bill Clinton, in town tomorrow for Tarryl Clark, has slightly better numbers, 21 percent for and 23 percent against. A Rasmussen poll released yesterday shows Minnesota’s race to be virtually deadlocked, with DFLer Mark Dayton holding a three-point lead over Republican Tom Emmer. Obama’s rally is part of a Get Out The Vote effort on behalf of the Democrats, who are banking, as usual, on a large student turnout on Nov. 2. We’ll look at voter turnout next.   The mounting shadow inventory will cause further erosion for years to come for US housing prices, which are already suffering from depressed demand. Delays in servicing distressed properties are adding to a cumulative supply of unsold homes that is 3 times the normal level. Shadow inventory continues to climb, and there is now an eight-months supply of these homes, according to CoreLogic (CLGX: 18.52 +0.49%). The data analytics firm said the number of homes seriously delinquent, in foreclosure or REO and not on multiple listing services rose to 2.1 million units as of August, up from 1.9 million, or a five-month supply, a year earlier. "The weak demand for housing is significantly increasing the risk of further price declines in the housing market," CoreLogic chief economist Mark Fleming said. "This is being exacerbated by a significant and growing shadow inventory that is likely to persist for some time due to the highly extended time-to-liquidation that servicers are currently experiencing." The visible inventory of new and existing homes through August remained flat with the year ago at 4.2 million units and is now at 15 months of supply, CoreLogic said. But the increased shadow inventory boosted the total supply of unsold homes by 3% to 6.3 million or 23 months from 6.1 million or 17 months. "Although it can vary and it depends on the market and real estate cycle, typically a reading of six to seven months is considered normal so the current total months’ supply is roughly three times the normal rate," according to CoreLogic. The company said Florida, California and Michigan continue to have the highest ratio of delinquent properties to sales, and Texas, "which largely bypassed the housing boom and subsequent bust," has the lowest distressed supply. Earlier in November, Altos Research said the impact of shadow inventory looms large on the housing market. The firm reported steep declines in housing prices in the areas hit hardest by the bubble burst of three years ago, while Amherst Securities said default rates rose for the first time this year in October. In September, Standard & Poor's said shadow inventory represents one-third of the nonagency residential mortgage-backed securities market and will negatively pressure housing prices until the backlog clears in more than three years' time. Analysts expect it to take 40 months to work through the inventory of mortgages. ========================================= What does this mean for you? The poll comes from the magazine Consumer Reports, which is working with the U.S. Department of Transportation on creating awareness about the dangers of cell phone use while driving. Among the findings are that 63 percent of respondents under 30-years-old reported using a handheld phone while driving in the past 30 days, the Department of Transportation said. And 30 percent of the drivers texted from behind the wheel in the same time period according to the survey, which had a total of 1,026 respondents. Older drivers were less likely to talk on the phone behind the wheel, and only 9 percent of those over 30 years-old reported they had recently texted while driving. LaHood, appearing at the Yonkers, New York, headquarters of Consumer Reports, said teens are more likely to drive distracted because of peer pressure.   Summary of Findings The mobile phone has become the favored communication hub for the majority of American teens.1 Cell-phone texting has become the preferred channel of basic communication between teens and their friends, with cell calling a close second. Some 75% of 12-17 year-olds now own cell phones, up from 45% in 2004. Those phones have become indispensable tools in teen communication patterns. Fully 72% of all teens2 -- or 88% of teen cell phone users -- are text-messagers. That is a sharp rise from the 51% of teens who were texters in 2006. More than half of teens (54%) are daily texters. Among all teens, their frequency of use of texting has now overtaken the frequency of every other common form of interaction with their friends (see chart below). Fully two-thirds of teen texters say they are more likely to use their cell phones to text their friends than talk to them to them by cell phone. One in three teens sends more than 100 text messages a day, or 3000 texts a month. Daily text messaging by teens to friends has increased rapidly since early 2008. Some 38% of teens were daily texters in February 2008, and that has risen to 54% of teens who use text daily in September 2009. Of the 75% of teens who own cell phones, 87% use text messaging at least occasionally. Among those teen texters: ?Half of teens send 50 or more text messages a day, or 1,500 texts a month, and one in three send more than 100 texts a day, or more than 3,000 texts a month. ?15% of teens who are texters send more than 200 texts a day, or more than 6,000 texts a month. ?Boys typically send and receive 30 texts a day; girls typically send and receive 80 messages per day. ?Teen texters ages 12-13 typically send and receive 20 texts a day. ?14-17 year-old texters typically send and receive 60 text messages a day. ?Older girls who text are the most active, with 14-17 year-old girls typically sending 100 or more messages a day or more than 3,000 texts a month. ?However, while many teens are avid texters, a substantial minority are not. One-fifth of teen texters (22%) send and receive just one to 10 texts a day or 30 to 300 texts a month. Calling is still a central function of the cell phone for teens, and for many teens voice is the primary mode of conversing with parents. Among cell-owning teens, using the phone for calling is a critically important function, especially when it comes to connecting with their parents. But teens make and receive far fewer phone calls than text messages on their cell phones. Teens typically make or receive five calls a day. White teens typically make or receive four calls a day, or around 120 calls a month, while black teens exchange seven calls a day or about 210 calls a month and Hispanic teens typically make and receive five calls a day or about 150 calls a month. Girls more fully embrace most aspects of cell phone-based communication. As we see with other communicative technologies and applications, girls are more likely than boys to use both text messaging and voice calling and are likely to do each more frequently. ?Girls typically send and receive 80 texts a day; boys send and receive 30. ?86% of girls text message friends several times a day; 64% of boys do the same. ?59% of girls call friends on their cell phone every day; 42% of boys call friends daily on their cell phone daily. Girls are also more likely than boys to text for social reasons, to text privately and to text about school work. ?59% of girls text several times a day to "just say hello and chat"; 42% of boys do so. ?84% of girls have long text exchanges on personal matters; 67% of boys have similar exchanges. ?76% of girls text about school work, while 64% of boys text about school. For parents, teens' attachment to their phones is an area of conflict and regulation. Parents exert some measure of control over their child's mobile phone -- limiting its uses, checking its contents and using it to monitor the whereabouts of their offspring. In fact, the latter is one of the primary reasons many parents acquire a cell phone for their child. However, with a few notable exceptions, these activities by parents do not seem to impact patterns of cell phone use by teens. ?64% of parents look at the contents of their child's cell phone and 62% of parents have taken away their child's phone as punishment. ?46% of parents limit the number of minutes their children may talk and 52% limit the times of day they may use the phone. ?48% of parents use the phone to monitor their child's location.3 ?Parents of 12-13 year-old girls are more likely to report most monitoring behavior. ?Limiting a child's text messaging does relate to lower levels of various texting behaviors among teens. These teens are less likely to report regretting a text they sent, or to report sending sexually suggestive nude or nearly nude images by text (also known as "sexting"). ?Teens whose parents limit their texting are also less likely to report being passengers in cars where the driver texted behind the wheel or used the phone in a dangerous manner while driving. Most schools treat the phone as a disruptive force that must be managed and often excluded from the school and the classroom. Even though most schools treat cell phones as something to be contained and regulated, teens are nevertheless still texting frequently in class. ?12% of all students say they can have their phone at school at any time. ?62% of all students say they can have their phone in school, just not in class. ?24% of teens attend schools that ban all cell phones from school grounds. ?Still, 65% of cell-owning teens at schools that completely ban phones bring their phones to school every day. ?58% of cell-owning teens at schools that ban phones have sent a text message during class. ?43% of all teens who take their phones to school say they text in class at least once a day or more. ?64% of teens with cell phones have texted in class; 25% have made or received a call during class time. Cell phones help bridge the digital divide by providing internet access to less privileged teens. Still, for some teens, using the internet from their mobile phone is "too expensive." Teens from low-income households, particularly African-Americans, are much more likely than other teens to go online using a cell phone. This is a pattern that mirrors Pew Internet Project findings about adults and their cell phones. ?21% of teens who do not otherwise go online say they access the internet on their cell phone. ?41% of teens from households earning less than $30,000 annually say they go online with their cell phone. Only 70% of teens in this income category have a computer in the home, compared with 92% of families from households that earn more. ?44% of black teens and 35% of Hispanic teens use their cell phones to go online, compared with 21% of white teens. Cell phones are seen as a mixed blessing. Parents and teens say phones make their lives safer and more convenient. Yet both also cite new tensions connected to cell phone use. Parents and their teenage children say they appreciate the mobile phone's enhancement of safety and its ability to keep teens connected to family and friends. For many teens, the phone gives them a new measure of freedom. However, some teens chafe at the electronic tether to their parents that the phone represents. And a notable number of teens and their parents express conflicting emotions about the constant connectivity the phone brings to their lives; on the one hand, it can be a boon, but on the other hand, it can result in irritating interruptions. ?98% of parents of cell-owning teens say a major reason their child has the phone is that they can be in touch no matter where the teen is. ?94% of parents and 93% of teens ages 12-17 with cell phones agreed with the statement: "I feel safer because I can always use my cell phone to get help." Girls and mothers especially appreciate the safety aspects of cell ownership. ?94% of cell users ages 12-17 agree that cell phones give them more freedom because they can reach their parents no matter where they are. ?84% of 12-17 year-old cell owners agree that they like the fact that their phone makes it easy to change plans quickly, compared with 75% of their parents who agree with that sentiment. ?48% of cell-owning teens get irritated when a call or a text message interrupts what they are doing, compared with 38% of the cell-owning parents. ?69% of cell-owning teens say their phone helps them entertain themselves when they are bored. ?54% of text-using teens have received spam or other unwanted texts. ?26% have been bullied or harassed through text messages and phone calls. Cell phones are not just about calling or texting -- with expanding functionality, phones have become multimedia recording devices and pocket-sized internet connected computers. Among teen cell phone owners: Teens who have multi-purpose phones are avid users of those extra features. The most popular are taking and sharing pictures and playing music: ?83% use their phones to take pictures. ?64% share pictures with others. ?60% play music on their phones. ?46% play games on their phones. ?32% exchange videos on their phones. ?31% exchange instant messages on their phones. ?27% go online for general purposes on their phones. ?23% access social network sites on their phones. ?21% use email on their phones. ?11% purchase things via their phones. The majority of teens are on family plans where someone else foots the bill. There are a variety of payment plans for cell phones, as well as bundling plans for how phone minutes and texts are packaged, and a variety of strategies families use to pay for cell phones. Teens' use of cell phones is strongly associated with the type of plan they have and who pays the phone bills. ?69% of teen cell phone users have a phone that is part of a contract covering all of their family's cell phones. ?18% of teen cell phone users are part of a prepaid or pay-as-you-go plan. ?10% of teen cell phone users have their own individual contract. When one combines type of plan with voice minutes, the most common combination is a family plan with limited voice minutes -- one in three teen cell phone users (34%) are on this type of plan. One in four teen cell phone users (25%) are on a family plan with unlimited minutes. Over half of all teen cell phone users are on family plans that someone else (almost always a parent) pays for entirely -- this figure jumps to two-thirds among teens living in households with incomes of $50,000 or more. At the same time, low income teens are much less likely to be on family plans. Among teens living in households with incomes below $30,000, only 31% are on a family plan that someone else pays for. In this group, 15% have prepaid plans that someone else pays for, and 12% have prepaid plans that they pay for entirely themselves. Black teens living in low income households are the most likely to have prepaid plans that they pay for themselves. Unlimited plans are tied to increases in use of the phone, while teens on "metered" plans are much more circumspect in their use of the phone. Fully three-quarters of teen cell phone users (75%) have unlimited texting. Just 13% of teen cell phone users pay per message. Those with unlimited voice and texting plans are more likely to call others daily or more often for almost every reason we queried -- to call and check in with someone, to coordinate meeting, to talk about school work or have long personal conversations. Teens with unlimited texting typically send and receive 70 texts per day, compared with 10 texts a day for teens on limited plans and five texts a day for teens who pay per message. 4% of teens say they have sent a sexually suggestive nude or nearly nude image of themselves to someone via text message. A relatively small number of teens have sent and received sexually suggestive images by text: ?15% of teens say they have received a sexually suggestive nude or nearly nude image of someone they know by text. ?Older teens are more likely to receive "sexts" than younger teens. ?The teens who pay their own phone bills are more likely to send "sexts": 17% of teens who pay for all of the costs associated with their cell phones send sexually suggestive images via text; just 3% of teens who do not pay for or only pay for a portion of the cost of the cell phone send these images. Further details about "sexting" via cell phones may be found in our recent Teens and Sexting Report. One in three (34%) texting teens ages 16-17 say they have texted while driving. That translates into 26% of all American teens ages 16-17. ?Half (52%) of cell-owning teens ages 16-17 say they have talked on a cell phone while driving. That translates into 43% of all American teens ages 16-17. ?48% of all teens ages 12-17 say they have been in a car when the driver was texting. ?40% say they have been in a car when the driver used a cell phone in a way that put themselves or others in danger. Driven, in part, by online video and accompanying ads, the study shows 16.4% growth in 2012, followed by 17.3% in 2013, and 17.2% in 2014. ZenithOptimedia estimates paid search will grow 15% in 2012 and 2013, followed by 13% in 2014. The company expects growth to slow as the search landscape matures. Google and Microsoft will continue to focus on ad units and targeting techniques through desktop, mobile and tablet search. Some of the boost to online ad spending will come from political ads. Republican Tim Pawlenty disclosed his 2012 presidential aspirations on Facebook, while Mitt Romney did it in a tweet. President Barack Obama kicked off his reelection with a digital video emailed to 13 million backers. The ZenithOptimedia report puts placing a promoted trend on Twitter now costs $120,000 daily, up from between $25,000 and $30,000 when Twitter first launched in April 2010. Now brands will have an opportunity to place ads using a self-serve platform, which the study suggests could drive up prices not only for Twitter ads, but Google paid search ads, as well. Overall, brands will spend nearly $50 billion on online ads in the U.S. by 2015. Of the formats in this category, online video ads will continue to experience the fastest growth, with an increase of more than 52% this year. It is no surprise that mobile marketing, supported by ubiquitous apps, advanced browsers and faster speeds, continues to fuel the uptick in dollars. The National Highway Traffic Safety Administration says that when its workers staked out major intersections across the country last year, 0.9 percent of drivers were texting, a 50 percent increase from 2009's 0.6 percent. Fessing Up But that may be just a drop in the bucket. The NHTSA also conducted a telephone survey of 6,000 drivers and found that 18 percent overall admitted to texting behind the wheel, while half of drivers ages 21-24 confessed to it. Thirty-five states now ban texting while driving, and a consortium of wireless carriers have worked to spread the message against the practice. AT&T last year produced an 11-minute video aimed at young drivers that showed the fatal consequences that can unfold in the few seconds a driver averts his or her glance from the road to a phone display. But as Americans spend more and more of their day engaged in social or business contact, shutting down seems harder than ever. "What's clear from all of the information we have is that driver distraction continues to be a major problem," NHTSA Administrator David Strickland said in releasing the data. Last year the NHTSA began to compile data on "distraction-affected crashes" as part of an effort to get a handle on the role of distraction in crashes and focus on their causes and prevention. "Even as we celebrate the incredible gains we're making in reducing traffic fatalities, we recognize our responsibility to improve our understanding of the dangers that continue to threaten drivers and passengers," Strickland said. U.S. Transportation Secretary Ray LaHood this week announced that last year's updated fatality and injury data show that highway deaths fell to the lowest level since 1949, 32,885. But Robert Sinclair, a New York-based spokesman for the American Automobile Association, noted that texting while driving makes a driver 23 times more likely to be in a crash, while using a cell phone makes accidents six times more likely, studies show. Just as hands-free devices like Bluetooth headsets or speakers made it easier for drivers to legally talk while driving, smartphones are increasingly equipped with voice-to-text features, the best example being the Siri application on Apple's iPhone 4S. Still Risky But Sinclair said that even with both hands on the wheel, communication while driving is still not safe. "The greatest distraction is the mental distraction," Sinclair said. "Driving an automobile properly is a complex task. You are moving a heavy object at great speed, taking into account weather conditions, road conditions, signs and lights. All these things require 100 percent of your attention." Sinclair suggested that device manufacturers incorporate slogans into their commercials similar to those in car commercials that warn viewers "do not attempt" the dangerous stunts they demonstrate, or in liquor commercials that implore consumers to "enjoy responsibly."   Willard Mitt Romney (born March 12, 1947) is an American businessman and politician. He was the 70th Governor of Massachusetts from 2003 to 2007 and is a candidate for the 2012 Republican Party presidential nomination. The son of George W. Romney (the former Governor of Michigan) and Lenore Romney, Mitt Romney was raised in Bloomfield Hills, Michigan and later served as a Mormon missionary in France. He received his undergraduate degree from Brigham Young University, and thereafter earned Juris Doctor/Master of Business Administration joint degrees from Harvard's law and business schools. Romney entered the management consulting business, which led to a position at Bain & Company, where he eventually served as CEO and brought the company out of crisis. He was also co-founder and head of the spin-off company Bain Capital, a private equity investment firm that became highly profitable and one of the largest such firms in the nation. The wealth Romney accumulated there would help fund his future political campaigns. He was very active in his church, serving as ward bishop and later stake president in his area. He ran as the Republican candidate in the 1994 U.S. Senate election in Massachusetts, losing to incumbent Ted Kennedy. Romney organized and steered the 2002 Winter Olympics as head of the Salt Lake Organizing Committee, and helped turn the troubled games into a financial success. Romney was elected Governor of Massachusetts in 2002, but did not seek reelection in 2006. He presided over a series of spending cuts and increases in fees that eliminated a projected $3 billion deficit. It instilled in him a belief that life is fragile and that he needed seriousness of purpose. He also gained organizational experience and a record of success that he had theretofore lacked.[10][17][26][29] It also represented a crucible, after having been only a half-hearted Mormon growing up: "On a mission, your faith in Jesus Christ either evaporates or it becomes much deeper. For me it became much deeper."[25] While he was away, Ann Davies had converted to the LDS Church, guided by George Romney, and had begun attending Brigham Young University.[10][21] Mitt was nervous that she had been wooed by others while he was away, and indeed she had dated others, but at their first meeting following his return they reconnected and decided to get married in two weeks but agreed to wait three months to appease their parents.[21][32] They were married on March 21, 1969, in a Bloomfield Hills civil ceremony presided over by a church elder; he was non-ideological and did not involve himself in the political or social issues of the day.[32][40] He graduated in 1975 cum laude from the law school, in the top third of that class, and was named a Baker Scholar for graduating in the top five percent of his business school class.[36][41] Business careerRomney was heavily recruited and, after graduation, chose to remain in Massachusetts and go to work for Boston Consulting Group (BCG), thinking that working as a management consultant to a variety of companies would prepare him for a future job as a chief executive.[15][39][43][nb 6] Romney was part of a 1970s wave of top graduates who chose to go into consulting rather than join a major company directly.[45] Romney's legal and business education proved useful in his job, and he became a rising star[39] while applying BCG principles such as the growth-share matrix.[4] In 1977, he was hired away by Bain & Company, a management consulting firm in Boston that had been formed a few years earlier by Bill Bain and other former BCG employees.[39][4][46] Bain would later say of the thirty-year-old Romney, "He had the appearance of confidence of a guy who was maybe ten years older."[47] With Bain & Company, Romney learned the "Bain way", which consisted of immersing the firm in each client's business,[39][47] and not simply to issue recommendations, but to stay with the company until they were changed for the better.[4][46][48] With a record of helping clients such as the Monsanto Company, Outboard Marine Corporation, Burlington Industries, and Corning Incorporated, Romney became a vice president of the firm in 1978 and within a few years one of its best consultants.[9][39][43] Romney became a believer in Bain's methods; he later said, "The idea that consultancies should not measure themselves by the thickness of their reports, or even the elegance of their writing, but rather by whether or not the report was effectively implemented was an inflection point in the history of consulting."[46] Logo of company that Romney co-foundedRomney was restless for a company of his own to run, and in 1983 Bill Bain offered him the chance to head a new venture that would buy into companies, have them benefit from Bain techniques, and then reap higher rewards than just consulting fees.[39][4] Romney initially refrained from accepting the offer, and Bain re-arranged the terms in a complicated partnership structure so that there was no financial or professional risk to Romney.[39][47][49] Thus, in 1984, Romney left Bain & Company to co-found the spin-off private equity investment firm, Bain Capital.[48] In the face of skepticism from potential investors, Bain and Romney spent a year raising the $37 million in funds needed to start the new operation, which had fewer than ten employees.[43][47][50][51] As general partner of the new firm, Romney spent little money on costs such as office appearance, and saw weak spots in so many potential deals that by 1986, very few had been done.[39] At first, Bain Capital focused on venture capital opportunities.[39] Their first big success came with a 1986 investment to help start Staples Inc., after founder Thomas G. Stemberg convinced Romney of the market size for office supplies and Romney convinced others; Bain Capital eventually reaped a nearly sevenfold return on its investment, and Romney sat on the Staples board of directors for over a decade.[39][50][51] Romney soon switched Bain Capital's focus from startups to the relatively new business of leveraged buyouts: buying existing firms with money mostly borrowed against their assets, partnering with existing management to apply the "Bain way" to their operations (rather than the hostile takeovers practiced in other leverage buyout scenarios), and then selling them off in a few years.[39][47] Existing CEOs were offered large equity stakes in the process, as part of Bain Capital's belief in the emerging agency theory notion that CEOs should be bound to maximizing shareholder value rather than other goals.[51] Bain Capital lost most of its money in many of its early leveraged buyouts, but then started finding deals that made large returns,[39] with some of the highest being a 34-fold return on Calumet Coach and a 16-fold return on the Gartner Group.[52] Indeed, during the 14 years Romney headed the company, Bain Capital's average annual internal rate of return on realized investments was 113 percent.[43] Romney excelled at presenting and selling the deals the company made.[49] The firm initially gave a cut of its profits to Bain & Company, but Romney later persuaded Bain to give that up.[49] Within Bain Capital, Romney spread profits from deals widely within the firm in order to keep people motivated, and often kept less than ten percent for himself.[53] The firm invested in or acquired many well-known companies such as Accuride, Brookstone, Domino's Pizza, Sealy Corporation, Sports Authority, and Artisan Entertainment, as well as lesser-known companies in the industrial and medical sectors.[39][47][54] Romney's wary instincts were still in force at times, and he was generally data-driven and averse to risk.[39][51] He wanted to drop a Bain Capital hedge fund that initially lost money, but other partners prevailed and it eventually gained billions.[39] He also personally opted out of the Artisan Entertainment deal, not wanting to profit from a studio that produced R-rated films.[39] Within Bain Capital, Romney was viewed as a very fair manager and he received considerable loyalty from the firm's members.[51] Romney was on the board of directors of Damon Corporation, a medical testing company later found guilty of defrauding the government; Bain Capital tripled its investment before selling off the company, with the fraud being discovered by the new owners (Romney was never implicated).[39] In some cases Romney had little involvement with a company once acquired.[50] Bain Capital's leveraged buyouts sometimes led to layoffs, either soon after acquisition or later after the firm had left.[39][4][49][50] Bain Capital officials later said that overall, more jobs were added than lost due to these buyouts, but a lack of available records makes such assertions unverifiable.[55][52] In any case, maximizing the value of acquired companies and the return to Bain's investors, not job creation, was the firm's fundamental goal, as it was for most private equity operations.[55][50] Regarding job losses, Romney later said, "Sometimes the medicine is a little bitter but it is necessary to save the life of the patient. My job was to try and make the enterprise successful, and in my view the best security a family can have is that the business they work for is strong."[49] Bain Capital's acquisition of Ampad exemplified a deal where it profited handsomely from early payments and management fees, even though the subject company itself ended up going into bankruptcy.[39][51][55] Dade Behring was another case where Bain Capital received an eightfold return on its investment, but the company itself was saddled with debt and laid off over a thousand employees before Bain Capital exited (the company subsequently went into bankruptcy, with more layoffs, before recovering and prospering).[52] Bain was among the private equity firms that took the most such fees.[47][51] Romney said in retrospect: "It is one thing that if I had a chance to go back I would be more sensitive to. It is always a balance. Great care has got to be taken not to take a dividend or a distribution from a company that puts that company at risk. [Having taken a big payment from a company that later failed] would make me sick, sick at heart."[47] In 1990, Romney was asked to return to Bain & Company, which was facing financial collapse.[48] He was announced as its new CEO in January 1991[56][57] (but drew only a symbolic salary of one dollar).[48] Romney managed an effort to restructure the firm's employee stock-ownership plan, real-estate deals and bank loans, while rallying the firm's thousand employees, imposing a new governing structure that included Bain and the other founding partners giving up control, and increasing fiscal transparency.[39][43][48] Within about a year, he had led Bain & Company through a turnaround and returned the firm to profitability without further layoffs or partner defections.[43] He turned Bain & Company over to new leadership and returned to Bain Capital in December 1992.[39][57][58] Romney left Bain Capital in February 1999 to serve as the President and CEO of the 2002 Salt Lake City Olympic Games Organizing Committee.[39] By that time, Bain Capital was on its way to being one of the top private equity firms in the nation,[49] having increased its number of partners from 5 to 18, having 115 employees overall, and having $4 billion under its management.[47][50] It had made some 150 deals where it acquired and then sold a company.[52] Bain Capital's approach of applying consulting expertise to the companies it invested in became widely copied within the private equity industry.[18][50] University of Chicago Booth School of Business economist Steven Kaplan would later say, "[Romney] came up with a model that was very successful and very innovative and that now everybody uses."[51] His experience at Bain & Company and Bain Capital gave Romney a business-oriented world view – centering around a hate of waste and inefficiency, a love for data and charts and analysis and presentation, and a belief in keeping an open mind and seeking opposing points of view – that he would take with him to the public sector.[15][48] At the time of his departure, Romney negotiated an agreement with Bain Capital that allowed him to receive a passive profit share as a retired partner in some Bain Capital entities, including buyout and investment funds.[59][53] With the private equity business continuing to thrive, this deal would bring him millions of dollars in income each year.[53] As a result of his business career, by 2007 Romney and his wife had a net worth of between $190 and $250 million, most of it held in blind trusts.[59] An additional blind trust existed in the name of the Romneys' children and grandchildren that was valued at between $70 and $100 million as of 2007.[60] The couple's net worth remained in the same range as of 2011, and was still held in blind trusts.[61] Local church leadershipDuring his years in business, Romney also served in the local lay clergy for the LDS Church and tithed his income.[26] Over time this would result in millions of dollars going to the church.[26][62] He served as ward bishop for Belmont, Massachusetts from 1981 to 1986, acting as the ecclesiastical and administrative head of his congregation.[63][64] As such he formulated Sunday services and classes, using The Bible and the Book of Mormon to guide the congregation, and also did home teaching.[65] He forged bonds with other religious institutions in the area when the Belmont Meeting House was hit by a fire of suspicious origins in 1984; the congregation rotated its meetings at other churches while theirs was rebuilt.[64][62] From 1986 to 1994 Romney presided over the Boston Stake, which included more than a dozen congregations in eastern Massachusetts.[26][63][66][65] He organized a team to handle financial and management issues, sought to counter anti-Mormon sentiments, and tried to solve social problems among poor Southeast Asian converts.[64][62] An unpaid position, Romney's local church leadership often took 30 or more hours a week of his time.[65] Due to his responsibilities, he generally refrained from any business travel that would prevent him from getting back to the Boston area by night.[65] Romney took a hands-on role in general matters, helping in maintenance efforts in- and outside homes, visiting the sick, and counseling troubled or burdened church members.[63][64][65] A number of local church members later credited Romney with turning their lives around or helping get them through difficult times.[63][64][65][62] Some others were rankled by his leadership style and desired a more consensus-based approach.[64] Romney later said that the years spent as pastor gave him direct exposure to people struggling in economically difficult circumstances different from his own affluent upbringing, and empathy for those going through problematic family situations.[67] 1994 U.S. senatorial campaignMain article: United States Senate election in Massachusetts, 1994 Romney had been thinking about entering politics for a while.[32] He decided to take on longtime incumbent Democratic Senator Ted Kennedy, who was more vulnerable than usual in 1994 – in part because of the unpopularity of the Democratic Congress as a whole and also because this was Kennedy's first election since the William Kennedy Smith trial in Florida, in which Kennedy had taken some public relations hits regarding his character.[68][69][70] Romney changed his affiliation from Independent to Republican in October 1993 and formally announced his candidacy in February 1994.[32] He stepped down from his position at Bain Capital, and from his church leadership role, during the run.[9][65] Romney came from behind to win the Massachusetts Republican Party's nomination for U.S. Senate after buying substantial television time to get out his message and gaining overwhelming support in the state party convention.[71] He then defeated businessman John Lakian in the September 1994 primary with over 80 percent of the vote.[9][72] In the general election, Kennedy faced the first serious re-election challenger of his career in the young, telegenic, and very well-funded Romney.[68] Romney ran as a fresh face, as a successful entrepreneur who stated he had created ten thousand jobs, and as a Washington outsider with a strong family image and moderate stands on social issues.[68][73] When Kennedy tried to tie Romney's policies to those of Ronald Reagan and George H. W. Bush, Romney responded, "Look, I was an independent during the time of Reagan-Bush. I'm not trying to take us back to Reagan-Bush."[74] Romney stated: "Ultimately, this is a campaign about change."[75] After two decades out of public view, his father George re-emerged during the campaign as well.[76][77] Romney's campaign was effective in portraying Kennedy as soft on crime, but had trouble establishing its own positions in a consistent manner.[78] By mid-September 1994, polls showed the race to be approximately even.[68][79][80] Kennedy responded with a series of attack ads, which focused both on Romney's seemingly shifting political views on issues such as abortion and on the treatment of workers at the Ampad plant owned by Romney's Bain Capital.[68][81][82] The latter was effective in blunting Romney's momentum.[51] Kennedy and Romney held a widely watched late October debate without a clear winner, but by then Kennedy had pulled ahead in polls and stayed ahead afterward.[83] Romney spent over $7 million of his own money, with Kennedy spending more than $10 million from his campaign fund, mostly in the last weeks of the campaign (this was the second-most expensive race of the 1994 election cycle, after the Dianne Feinstein–Michael Huffington Senate race in California).[84] In the November general election, despite a disastrous showing for Democrats overall, Kennedy won the election with 58 percent of the vote to Romney's 41 percent,[39] the smallest margin in Kennedy's eight re-election campaigns for the Senate. 2002 Winter Olympics Romney, who served as CEO of the Salt Lake Organizing Committee for the 2002 Olympic Winter Games, offering remarks before a curling matchRomney returned to Bain Capital the day after the election, but still smarted from the loss, and told his brother, "I never want to run for something again unless I can win."[32][85] His father died in 1995 and his mother in 1998, and Romney felt restless as the decade neared a close; the goal of just making more money was losing its appeal to him.[32][85] He no longer had a church leadership position, although he still taught Sunday School.[63] Fearing he would be a focal point for opposition, he had a limited, behind-the-scenes role in trying to ease tensions between the church and local residents during the long and controversial approval and construction process for a Mormon temple in Belmont (nevertheless, it still was sometimes referred to as "Mitt's Temple" by locals).[63][64][62][65] Ann Romney was diagnosed with multiple sclerosis in 1998; Romney described watching her fail a series of neurological tests as the worst day of his life.[32] After two years of severe difficulties with the disease, she found in Park City, Utah (where the couple had built a vacation home) a mixture of mainstream, alternative, and equestrian therapies that gave her a lifestyle mostly without limitations.[38] When the offer came for Romney to take over the troubled 2002 Olympic Winter Games, to be held in Salt Lake City in Utah, she urged him to take it, and eager for a new challenge, he did.[85][86] On February 11, 1999, Romney was hired as the new president and CEO of the Salt Lake Organizing Committee.[87] Before Romney came on, the event was running $379 million short of its revenue benchmarks.[87] Plans were being made to scale back the games to compensate for the fiscal crisis and there were fears the games might be moved away entirely.[88] The Games had also been damaged by allegations of bribery involving top officials, including prior Salt Lake Olympic Committee president and CEO Frank Joklik. Joklik and committee vice president Dave Johnson were forced to resign.[89] Romney's appointment faced some initial criticism from non-Mormons, and fears from Mormons, that it represented cronyism or gave the games too Mormon an image.[27] Romney revamped the organization's leadership and policies, reduced budgets, and boosted fund raising. He soothed worried corporate sponsors and recruited many new ones.[85][90] He admitted past problems, listened to local critics, and rallied Utah's citizenry with a sense of optimism.[85] Romney worked to ensure the safety of the Games following the September 11, 2001 terrorist attacks by ignoring those who suggested the games be called off and coordinating a $300 million security budget.[86][91] He became the public face of the Olympic effort, appearing in countless photographs and news stories and even on Olympics souvenir pins.[85] Romney's omnipresence irked those who thought he was taking too much of the credit for the success, or had exaggerated the state of initial distress, or was primarily looking to improve his own image.[85][90] Overall he oversaw a $1.32 billion budget, 700 employees, and 26,000 volunteers.[87] Despite the initial fiscal shortfall, the Games ended up clearing a profit of $100 million,[92] not counting the $224.5 million in security costs contributed by outside sources.[93] Romney broke the record for most private money raised by any individual for an Olympics games, summer or winter.[86] His performance as Olympics head was rated positively by 87 percent of Utahns.[94] Romney and his wife contributed $1 million to the Olympics, and he donated to charity the $1.4 million in salary and severance payments he received for his three years as president and CEO.[95] Romney was widely praised for his successful efforts with the 2002 Winter Olympics[86] including by President George W. Bush,[18] and it solidified his reputation as a turnaround artist.[90] Harvard Business School taught a case study based around Romney's successful actions.[4] Romney wrote a book about his experience titled Turnaround: Crisis, Leadership, and the Olympic Games, published in 2004. The role gave Romney experience in dealing with federal, state, and local entities, a public persona he had previously lacked, and the chance to re-launch his political aspirations.[85] Indeed, he was mentioned as a possible candidate for statewide office in both Massachusetts and Utah, and also as possibly joining the Bush administration.[86][96][97] Governor of Massachusetts2002 gubernatorial campaignMain article: Massachusetts gubernatorial election, 2002 In 2002, Republican Acting Governor Jane Swift's administration was plagued by political missteps and personal scandals.[94] Many Republicans viewed her as a liability and considered her unable to win a general election against a Democrat.[98] Prominent GOP activists campaigned to persuade Romney to run for governor.[96] One poll taken at that time showed Republicans favoring Romney over Swift by more than 50 percentage points.[99] In March 2002, Swift decided not to seek her party's nomination, and so Romney was unopposed in the Republican party primary.[94][100] Massachusetts Democratic Party officials contested Romney's eligibility to run for governor, citing residency issues involving Romney's time in Utah as president of the Salt Lake City Olympic Committee.[101] In June 2002, the Massachusetts State Ballot Law Commission unanimously ruled that Romney was eligible to run for office.[101] Romney ran as a political outsider again,[94] saying he was "not a partisan Republican" but rather was a moderate with progressive views.[102] Supporters of Romney hailed his business record, especially his success with the 2002 Olympics, as the record of someone who would be able to bring a new era of efficiency into Massachusetts politics.[100] The campaign was the first to use microtargeting techniques, in which fine-grained groups of voters were reached with narrowly tailored messaging.[103] Romney contributed over $6 million to his own campaign during the election, a state record at the time.[94][104] Romney was elected Governor in November 2002 with 50 percent of the vote over his Democratic opponent, Massachusetts State Treasurer Shannon O'Brien, who received 45 percent.[105] Tenure, 2003–2007Main article: Governorship of Mitt Romney Romney was sworn in as the 70th governor of Massachusetts on January 2, 2003. Both houses of the Massachusetts state legislature held large Democratic majorities.[106] He picked his cabinet and advisors more on managerial abilities than partisan affiliation.[15] Upon entering office in the middle of a fiscal year, Romney faced an immediate $650 million shortfall and a projected $3 billion deficit for the next year.[97] Unexpected revenue of $1.0–1.3 billion from a previously enacted capital gains tax increase and $500 million in unanticipated federal grants decreased the deficit to $1.2–1.5 billion.[107][108] Through a combination of spending cuts, increased fees, and removal of corporate tax loopholes, by 2006 the state had a $600–700 million surplus.[97][107][109] Official Massachusetts State House portrait of Governor Mitt Romney, by artist Richard WhitneyRomney supported raising various fees by more than $300 million, including those for driver's licenses, marriage licenses, and gun licenses.[97][107] Romney increased a special gasoline retailer fee by two cents per gallon, generating about $60 million per year in additional revenue.[97][107] (Opponents said the reliance on fees sometimes imposed a hardship on those who could least afford them.[107]) Romney also closed tax loopholes that brought in another $181 million from businesses over the next two years and over $300 million for his term.[97][110] These initial loophole actions, fueled by Romney's sense of rectitude and in the face of conservative and corporate critics that considered them tax increases, won plaudits from legislators as an example of political courage.[110] The state legislature, with Romney's support, also cut spending by $1.6 billion, including $700 million in reductions in state aid to cities and towns.[111] The cuts also included a $140 million reduction in state funding for higher education, which led state-run colleges and universities to increase tuition by 63 percent over four years.[97][107] Romney sought additional cuts in his last year as Massachusetts governor by vetoing nearly 250 items in the state budget, but all of them were overridden by the Democratic-dominated legislature.[112] The cuts in state spending put added pressure on local property taxes; the share of town and city revenues coming from property taxes rose from 49 percent to 53 percent.[97][107] The combined state and local tax burden in Massachusetts increased during Romney's governorship but still was below the national average.[97] According to the Tax Foundation, that per capita burden was 9.8 percent in 2002 (below the national average of 10.3 percent), and 10.5 percent in 2006 (below the national average of 10.8 percent).[113] Romney was at the forefront of a movement to bring near-universal health insurance coverage to the state, after Staples founder Stemberg told him at the start of his term that doing so would be the best way he could help people[114][115][116] and after the federal government, due to the rules of Medicaid funding, threatened to cut $385 million in those payments to Massachusetts if the state did not reduce the number of uninsured recipients of health care services.[15][114][117] Despite not having campaigned on the idea of universal health insurance,[116] Romney decided that because people without insurance still received expensive health care, the money spent by the state for such care could be better used to subsidize insurance for the poor.[115][116] After positing that any measure adopted not raise taxes and not resemble the previous decade's failed "Hillarycare" proposal, Romney formed a team of consultants from different political backgrounds that beginning in late 2004 came up with a set of innovative proposals more ambitious than an incremental one from the Massachusetts Senate and more acceptable to him than one from the Massachusetts House of Representatives that incorporated a new payroll tax.[15][114][117] In particular, Romney successfully pushed for incorporating an individual mandate at the state level.[7] Past rival Ted Kennedy, who had made universal heath coverage his life's work and who over time developed a warm relationship with Romney,[118] gave Romney's plan a positive reception, which encouraged Democratic legislators to work with it.[114][117] The effort eventually gained the support of all major stakeholders within the state, and Romney helped break a logjam between rival Democratic leaders in the legislature.[114][117] On April 12, 2006, Romney signed the resulting Massachusetts health reform law, which requires nearly all Massachusetts residents to buy health insurance coverage or face escalating tax penalties such as the loss of their personal income tax exemption.[119] The bill also establishes means-tested state subsidies for people who do not have adequate employer insurance and who make below an income threshold, by using funds previously designated to compensate for the health costs of the uninsured.[120][121][122] He vetoed eight sections of the health care legislation, including a controversial $295-per-employee assessment on businesses that do not offer health insurance and provisions guaranteeing dental benefits to Medicaid recipients.[119][123] The legislature overrode all eight vetoes; Romney's communications director Eric Fehrnstrom responded by saying, "These differences with the Legislature are not essential to the goal of getting everyone covered with insurance."[123] Romney said of the measure overall, "There really wasn't Republican or Democrat in this. People ask me if this is conservative or liberal, and my answer is yes. It's liberal in the sense that we're getting our citizens health insurance. It's conservative in that we're not getting a government takeover."[114] The law was the first of its kind in the nation and became the signature achievement of Romney's term in office.[117][nb 7] At the beginning of his governorship, Romney opposed same-sex marriage and civil unions, but advocated tolerance and supported some domestic partnership benefits.[117][125][126] Faced with the dilemma of choosing between same-sex marriage or civil unions after the November 2003 Massachusetts Supreme Judicial Court decision legalizing same-sex marriages (Goodridge v. Department of Public Health), Romney reluctantly backed a state constitutional amendment in February 2004 that would have banned same-sex marriage but still allow civil unions, viewing it as the only feasible way to ban same-sex marriage in Massachusetts.[127] In May 2004 Romney instructed town clerks to begin issuing marriage licenses to same-sex couples, but citing a 1913 law that barred out-of-state residents from getting married in Massachusetts if their union would be illegal in their home state, no marriage licenses were to be issued to out-of-state same-sex couples not planning to move to Massachusetts.[125][128] In June 2005, Romney abandoned his support for the compromise amendment, stating that the amendment confused voters who oppose both same-sex marriage and civil unions.[125] Instead, Romney endorsed a petition effort led by the Coalition for Marriage & Family that would have banned same-sex marriage and made no provisions for civil unions.[125] In 2004 and 2006 he urged the U.S. Senate to vote in favor of the Federal Marriage Amendment.[129][130] In 2005, Romney revealed a change of view regarding abortion, moving from an "unequivocal" pro-choice position expressed during his 2002 campaign to a pro-life one where he opposed Roe v. Wade. [117] He vetoed a bill on pro-life grounds that would expand access to emergency contraception in hospitals and pharmacies[131] (the veto was overridden by the legislature).[132] Romney generally used the bully pulpit approach towards promoting his agenda, staging well-organized media events to appeal directly to the public rather than pushing his proposals in behind-doors sessions with the state legislature.[117] Romney was especially effective in dealing with a crisis of confidence in Boston's Big Dig project following a fatal ceiling collapse in 2006, wresting control of the project from the Massachusetts Turnpike Authority and helping ensure that it would eventually complete.[117] During 2004, Romney spent considerable effort trying to bolster the state Republican Party, but it failed to gain any seats in the state legislative elections that year.[97][133] Given a prime-time appearance at the 2004 Republican National Convention, Romney was already being discussed as a potential 2008 presidential candidate.[134] Midway through his term, Romney decided that he wanted to stage a full-time run for president,[135] and on December 14, 2005, Romney announced that he would not seek re-election for a second term as governor.[136][137] As chair of the Republican Governors Association, Romney traveled around the country, meeting prominent Republicans and building a national political network;[135] he spent part or all of more than 200 days out of state during 2006, preparing for his run.[138] Romney's frequent out-of-state travel contributed towards his approval rating declining in public polls towards the end of his term.[139] He conceded that 2006 would be a difficult year for Republicans and that they would likely lose gubernatorial seats, including possibly his own.[139] The weak condition of the Republican state party was one of several factors that led to Democrat Deval Patrick's lopsided win over Republican Kerry Healey in the 2006 W. Bush, Romney discussed the role of religion in American society and politics. Romney said he should neither be elected nor rejected based upon his religion,[158] and echoed Senator John F. Kennedy's famous speech during his 1960 presidential campaign in saying "I will put no doctrine of any church above the plain duties of the office and the sovereign authority of the law."[157] Instead of discussing the specific tenets of his faith, he said that he would be informed by it and that, "Freedom requires religion just as religion requires freedom. There he won primaries or caucuses in several states, including Massachusetts, Alaska, Minnesota, Colorado and Utah, but McCain won more, including large states such as California and New York.[174] Trailing McCain in delegates by a more than two-to-one margin, Romney announced the end of his campaign on February 7 during a speech before the Conservative Political Action Conference in Washington.[174] Romney at a rally in Battle Creek, Michigan, in mid-January 2008Altogether, Romney had won 11 primaries and caucuses,[175] received about 4.7 million total votes,[176] and garnered about 280 delegates.[177] Romney spent $110 million during the campaign, including $45 million of his own money.[178] Romney endorsed McCain for president a week later.[177] He soon founded the Free and Strong America PAC, a political action committee whose stated mission was to raise money for other Republican candidates and to promote Republican policies.[179] Romney became one of the McCain campaign's most visible surrogates, appearing on behalf of the GOP nominee at fundraisers, state Republican party conventions, and on cable news programs.[180] His efforts earned McCain's respect and the two developed a warmer relationship; he was on the nominee's short list for the vice presidential running mate slot, where his experience in matters economic would have balanced one of McCain's weaknesses.[181] McCain, behind in the polls, opted instead for a high-risk, high-reward "game changer" and selected Alaska Governor Sarah Palin.[182] Romney continued to work for McCain's eventually unsuccessful general election campaign.
